One area where investment thinking can narrow very quickly is options development.

Consider these three options:

Build a 100-bed facility.
Build a 150-bed facility.
Build the facility in two stages.

They may be different project configurations, but they are essentially variations of the same strategic response.

A stronger strategic conversation might instead explore:

Reduce or better manage demand
Improve the productivity of existing services
Change the service or delivery model
Increase capacity or supply

The purpose is not to force every investment through a prescribed set of categories. It is to make sure genuinely different ways of responding have been considered before significant resources are committed to a Solution.

A useful test is:

Could each Response Option be implemented through more than one possible Solution?

If not, the discussion may already have moved into project options.
