About IMS Facilitator Training


Fankhauser & Associates are the only provider in Australia and New Zealand approved and supported by the Department of Treasury and Finance (Victoria) — DTF — to deliver Investment Management Standard (IMS) training. Our programs are also aligned with the New Zealand Treasury’s Better Business Case guidance, ensuring participants gain skills recognised across both jurisdictions.

While IMS documentation is publicly available, our training is the only program officially approved by the Department of Treasury and Finance. Reviewed and supervised by DTF, our courses deliver consistent understanding and recognised outcomes. Participants build capability in Investment Logic Mapping (ILM), problem definition, benefits management and strategic options analysis — shaping proposals and preparing business cases that complement project management, EPMO and budget cycles.

Rae has provided more than 100 training sessions in the approach and facilitation of Investment Management workshops on behalf of the Department of Treasury and Finance (DTF, Victoria) alone and her company is the DTF approved training provider. She has also provided IMS training for Victorian, New South Wales, Queensland, South Australian, Western Australian and Commonwealth government departments, academic institutions including University of Melbourne and Deakin University, and many New Zealand ministries and agencies including the Treasury, Health, Defence, New Zealand Transport Agency, Auckland District Health Board (New Zealand), Land Information New Zealand.

Relevant Experience

Rae has extensive and sought-after experience in the facilitation of IMS workshops having conducted in excess of 1200 workshops over the last 18 years. Clients for these workshops have involved business units and senior management teams and executives from all Victorian Government Departments, most jurisdictions in Australia, National cross-sectoral groups, many agencies, statutory bodies, local government organisations, tertiary institutions and corporate organisations across Australia and New Zealand. Rae led and delivered the last IMS refresh in 2017 on behalf of the Department of Treasury and Finance.

For more than 17 years, Eldar Salkovic has been directly involved in the development, delivery, and ongoing application of the Investment Management Standard (IMS) — first within the Department of Treasury and Finance (Victoria), and later through his work in the private sector.

He has delivered IMS training and advisory support to federal, state and territory agencies, as well as to consulting organisations, private sector partners, and New Zealand public entities. A highly regarded facilitator and educator, Eldar is known for helping participants translate IMS principles into practical, evidence-based investment thinking.

With broad experience across multiple sectors, he specialises in benefit definition, measurement and realisation, and is recognised for promoting clarity, consistency and integrity in investment planning.

Through his work with Fankhauser & Associates, Eldar also leads and supports the growing IMS Community — practitioners across government, industry and the community sector who are committed to strengthening investment thinking and maintaining the integrity of the standard.

Eldar Salkovic is a senior management consultant and specialist in the Investment Management Standard (IMS), with deep expertise in strategic problem solving, policy development, and business case design.

From 2008 to 2013, he was a key member of the Investment Management team at the Department of Treasury and Finance (DTF), where he played an important role in expanding the use and application of the IMS across government.

Since 2016, Eldar has continued his work in private practice, delivering IMS training and advisory services to federal, state and territory agencies, consulting organisations, and partners across the private and not-for-profit sectors throughout Australia and New Zealand.

He has also been the DTF-approved accreditor for IMS facilitators since 2016, responsible for ensuring the quality, integrity, and consistency of IMS facilitation practice across jurisdictions.
