Strong Benefits Definition is about being clear on the value the investment is expected to create, not simply what will be delivered.

strong Benefit should describe the meaningful improvement expected from addressing the Effect of the Problem. It should represent genuine organisational, service or operational value, be outcome-focused, matter to stakeholders and be capable of being demonstrated through meaningful KPIs and Measures.

A useful way to structure the logic is:

  • Benefit — What meaningful improvement are we seeking?

  • KPI — Where do we need to see meaningful change?

  • Measure — How will we assess that change?

A useful principle is:

Do not start with the data you already have. First identify the performance domain in which meaningful change needs to occur, then determine the most practical and reliable way to measure it.
